Dr Josephine Balati (Director of Health Services)

Dr Josephine Balati is the Director of Health Services of Christian Social Services Commission (CSSC). CSSC is one of the largest faith-based umbrella organizations in East Africa with a network of more than 900 church-owned health facilities that accounts for about 13% of the Country’s health facilities.

Dr Josephine Balati is a Public Health specialist and holds a Master’s degree in Public Health from the School of Public Health and Social Sciences of the Muhimbili University of Health and Allied Sciences and an M.D degree from Varna Medical and Teaching University in Bulgaria; Post-graduate Diploma in Health Systems Management from Galilee International Management Institute in Israel; a Diploma in Leadership and Management. She has over 16 years of experience in public health and the management of health systems. She is an expert in public health administration and also in program design and grants management, strategic planning, health financing, monitoring and evaluation of health programs and research.

Her main responsibilities comprise of providing strategic leadership and coordination of health services delivered by the network of member church health facilities; developing partnerships and representing the interest of CSSC at national & international health sector levels through advocacy, networking, lobbying and policy dialogue. With over 16 years of experience working in the health sector, coordinating faith-based and health programs/projects; Dr Josephine has acquired extensive experience in health and community systems strengthening, where she has worked to support the faith-based sector and church health facilities in organizational development, strategic planning, policy review and formulation, human resources for health as well as the aspect of health financing. Furthermore, she has been involved in strengthening partnerships and networking; supporting the network of member churches and their facilities to link and extend health and health-related services to the community level. She is experienced in project/program design, coordination and grants management, monitoring and evaluation of health programs, has provided project leadership and oversight for funding from various donor agencies, development partners and government. She has been/and is a member of various health sector technical working groups, national forums, Boards and Committees.
